Sus it Out was created by the Future Scotland Partnership a group of national community networking organisations in Scotland established in 2002, by the now disbanded Scottish Civic Forum. The tool was created by Damien Killeen MBE, a community engagement expert engaed with funding in its development satge from Forward Scotland and its early delivery work by the Scottish Government. The partner organisations for the Future Scotland partnership were:

A number of the former Future Scotland Partners are playing an active role in the Sus it Out project by:
- Identifying and supporting Facilitators to work with community and voluntary groups.
- Helping participating groups to understand how to fulfil their pledges
- Acting as 'gateways' for communities to the services of their numerous network members.
